RESOURCESfor the FUTUREPolicy Incentives toScale Carbon DioxideRemoval:Analysis andRecommendationsJames Boyd,Emily Joiner,Alan Krupnick,and Michael TomanReport 24-03February 2024About the AuthorsJames Boyd is the associate vice president for research and policy engagement,asenior fellow,and Thomas Klutznick Chair in Environmental Policy at RFF.He conductspolicy and economic analysis related to forestry,nature-based climate solutions,and natural resource management.He eamed his PhD from the Wharton BusinessSchool at the University of Pennsylvania,and has been a visiting professor at StanfordUniversity and Washington University in St Louis.He previously codirected theNational Socio-Environmental Synthesis Center.Boyd works with diverse partnersfrom government,nongovernmental organizations,and private-sector institutions,andemphasizes close collaboration between decisionmakers and academic researchers togenerate science that is useful and practical in real-world settings.Emily Joiner is a research associate at RFF.She works on a suite of topics includingcarbon dioxide removal,agricultural emissions reduction,and wildfire risk impacts andmitigation.She obtained dual BS degrees in sustainability and economics from ArizonaState University and an MS degree in agricultural and resource economics from theUniversity of Arizona (UA).Prior to joining RFF,she held intemships with UA's WaterResources Research Center,the Babbitt Center for Land and Water Policy,and the Cityof Gilbert's Water Department.Joiner's research interests include nonmarket valuationmethods,benefit-cost analysis and its regulatory implications,and water economics inthe US West.Alan Krupnick is a senior fellow at RFF and an expert on the oil and gas sector,reducing greenhouse gas emissions from this and the industrial sectors,and cost-benefit analysis.In particular,Krupnick's recent research focuses on green publicprocurement,decarbonized hydrogen and tax credits,and developing markets forgreen natural gas.His portfolio also includes guiding the value of information agendacovered by our VALUABLES initiative with NASA,the valuation of reducing asthmarisks,estimating the value of statistical life,and issues of regulatory reform.Michael Toman returned to RFF as a senior fellow in 2021 after stints at the WorldBank Development Research Group,RAND Corporation,and the Inter-AmericanDevelopment Bank.Mike served as a Senior Staff Economist at the White HouseCouncil of Economic Advisers from 1994-1996.His current research interestsinclude reduction of agricultural greenhouse gas emissions,critical minerals fordecarbonization,markets for emission reduction credits,and climate change policiesin developing countries.Mike has a BA from Indiana University,a MSc in appliedmathematics from Brown University,and MA and PhD degrees in economics from theUniversity of Rochester.Resources for the Futurei
